Tuen Mun is the first safe community in Hong Kong. The concept of safe community began its formal existence in 1989, at the First World Conference on Accident and Injury Prevention held in Stockholm, Sweden. The resolution of the conference - the Manifesto for Safe Communities - states that "All human beings have an equal right to health and safety". Safe community has since been the World Health Organisation's (WHO) main health promotion strategy.

The idea of safe community takes reference from outreaching programme. Through a steering committee, professional organisations, enterprises, schools, hospitals, government departments and individual enthusiasts, etc. are linked together, to provide people in the community with comfortable, safe and healthy living and working environments. With a strong safety culture, organisations would increase productivity and cost effectiveness, and the society would be relieved of heavy social cost of injuries and illnesses.
